The Solid Waste Management (SWM) Rules, 2026 were notified by the Ministry of Environment, Forest and Climate Change (MoEFCC) under the Environment (Protection) Act, 1986. Replacing the previous 2016 framework, the 2026 rules shift municipal waste management from an advisory model to a strict, audit-led compliance system centered on circular economy principles and digital accountability.
Key Highlights & Major Shifts
1. Mandatory Four-Stream Segregation at Source
Waste generators (households, commercial units, institutions) must segregate waste at the source into four distinct streams:
-
Wet Waste: Food, kitchen waste, and organic matter (processed via composting or bio-methanation).
-
Dry Waste: Plastics, paper, metals, glass, and rubber (directed to Material Recovery Facilities for recycling).
-
Sanitary Waste: Used diapers, sanitary towels, tampons, and personal hygiene products (securely wrapped and stored separately).
-
Special Care Waste: Household hazardous materials such as CFL bulbs, paint cans, batteries, mercury thermometers, and expired medicines (handled by authorized collection centers).
