RECORD NOTE OF   REVENUE MEETING FOR THE MONTH OF SEPTEMBER 2009 HELD WITH THE SUB-DIVISIONAL MAGISTRATES, UNDER SOUTH TRIPURA DISTRICT ON 2ND OCTOBER 2009 IN THE CONFERENCE HALL, UDAIPUR CIRCUIT HOUSE, UDAIPUR, SOUTH TRIPURA.

 

  The meeting was chaired by the District Magistrate & Collector, South Tripura   and attended by the Addl. District Magistrate & Collector, South; Sub-Divisional Magistrate, Amarpur/ Belonia/Santirbazar/ Sabroom/ Udaipur, South Tripura; Supdt. of Excise, South Tripura; Supdt. Taxes, Udaipur/Belonia; Asstt. Controller, Weights & Measures, South Tripura and all BDOs.

 

2.                  The following issues were discussed in the meeting.

 

(i)                 Allotment of Land

(ii)               Register for Homeless, Landless and Both less Families.

(iii)             IBB Fencing.

(iv)              Mutation cases.

(v)              Administrative- Cum- Health Camp

(vi)            SRA: ULR Fund.

(vii)            CLR Project

3.                  After detailed discussion, the following decisions were taken :-

 

 

3.1 Collection of Sale Tax: -

                        Both the Superintendent of Taxes, Udaipur and Belonia were requested to keep a special care on the brick kilns under South Tripura District proper revenue collection. They were also requested to ensure number of bricks produced by the Brick Kiln Owners and exert pressure on them to supply adequate bricks to the Govt. agencies for the development works.                                                (Action: Supdt. of Taxes, UDP/BLN)

 

                                                                    

3.2                        Excise

 

          Target for collection of excise duty for the year 2009-10 was fixed in respect of Supdt. Excise, Udaipur as Rs.662.02 lakh.

 

Collection for the month of Sept. 09 has been Rs.37.82 Lakh.    

Cumulative Collection for the year 2009-10 (w.e.f. 1.4.09 to 20.09.09) Rs. 214.43 lakh appeared satisfactory. The Supdt. of Excise, South Tripura was asked to continue the trend of collection.  

83 Nos. of raids were conducted during the year 2009-10 in the District.

            Raid, combined with other Department are very much effective. Hence, SDMs were requested to make necessary arrangement for combined operation of raid.                      (Action All SDM/Supdt. 3.3                       Minority Department:

 

SDMs were requested to conduct a survey for identification of minority’s infrastructure facilities i.e. School, Madrasa, electricity etc. already available & gap in this regard and they were requested to submit report to this office within 30 days. But the report is still pending with them. SDMs were requested to submit the same immediately.

3.4                       Wakf Board:

a)     The SDM, Udaipur already submitted estimate for construction of boundary wall around Udaipur Town Graveyard (near Housing Board Complex) and it was already sent to Director of Welfare for Minorities for placement of fund on 4th Sept. 2009. In respect of Rajnagar Graveyard, SDM, Belonia informed that he has prepared the estimate and sent to EE, RD, Southern Division – II, Satchand for technical approval and would be submitted after receiving the same.

b)     The SDM, Udaipur informed that he has removed the encroachment of Udaipur Town Graveyard near Housing Board. In case of Badar Saheb Bari, Udaipur, process has been going on where quite a nos. of pucca constructions are there/existing.

c)      The Wakf properties like Kabar Khala (graveyard), Mosque, etc. has been indicated against the particular plot under Govt. Khas Khatian. So far Wakf of Board has not approached for recording such land in the name of Wakf Board.

d)     SDM, Udaipur and Belonia were requested to submit a specific proposal with plan and estimate for construction of Market stall on the Wakf properties. SDM, Udaipur and Belonia assured that they would send the estimate to this office by 15th October 2009.                  (Action by SDMs)

(a) SDM, Amarpur reported that proposal for 114 cases have been prepared and placed before the Sub-Divisional Land Allotment Committee for their approval. But these cases are lying pending with them since long for the reason best known to the Committee.

(b) All 122 Nos. proposals submitted by SDM, Santirbazar were found defective on scrutiny. These were returned to SDM, Santirbazar for necessary correction and re-submission.

(c) 42 cases have been returned to SDM, Udaipur for rectification.

It was decided earlier by Govt. that allotment of land in favour of both landless and homeless families should be taken up and be completed within March, 2009. SDMs are requested to expedite the matter on urgent basis as all the allotment proposals for both landless and homeless families can be initiated within December, 2009.

(i)                 The report from Amarpur, Santirbazar and Sabroom Sub-Division sent to Revenue Department on 01.10.2009.

(ii)               The report from Belonia and Udaipur will be sent as soon as concern Panchayet approves it.

(iii)             SDMs were requested to ensure that registers contain necessary details like family members, profession, how much land in possession, ROR No, Ration Card No, Caste status, BPL status, etc.         (Action by all SDMs)

                                                                                                                                          

All SDMs were requested to open a register in their office where all    requirement of land from Govt. side/ Autonomous bodies/ Private firm etc. should be indicated. Department wise requirement of land, proposals from SDMs, action from DM’s office, decision of Govt. etc. should be reflected in this Register item wise.  In DM’s office also a same register should be opened (Sub-Division wise) reflecting the above particulars.

3.6                       IBB Fencing/ L.A matters.

(i) SDM, Belonia and Sabroom submitted detailed report regarding rehabilitation of affected families of Belonia and Sabroom Sub-Division due to IBB fencing.

(ii) Proposals have already been sent to the Nodal Officer, Forest Deptt. for release of forest land in respect of Belonia and Sabroom Sub-Division for re-settlement of affected families due to IBB fencing.

(iii) SDM, Belonia reported that khas land has already been identified and proposal has been prepared for re-settlement of 96 affected families of mouja Sarasima under Belonia Sub-Division. SDM, Belonia is requested to gear up the re-settlement work.

(iv) SDM, Belonia and Sabroom have already assessed the transportation cost of affected house from their present land to new proposed land for rehabilitation and placed requirement of fund for this purpose which have been sent to Revenue Department for necessary instruction.                                     (Action: SDM, BLN/SBM & O/C, Accts.)

3.7                       Present status of L.A. matters is shown in Annexure -A.

3.8                       Inspection of T.K.

All Govt. officers under Revenue Administration were directed to inspect at least 4 TKs each in a month and submit the inspection report in prescribed format in the monthly Revenue Meeting.  But no report submitted by the SDMs except Santirbazar and Sabroom. SDM, Santirbazar submitted 3 Nos. inspection reports and SDM, Sabroom submitted 4 Nos.

 

3.9                       Mutation.

All SDMs were requested to maintain TK wise register in the Tehshil on all pending applications. The applications received from the applicant should be entered into the said register. Mutation process would be undertaken on  first come first serve” basis.

All SDMs were also requested to instruct the Tehsilders under their control to   maintain a register for quick submission of enquiry report on first come first serve basis. This instruction should be strictly adhered to.

Pending position of mutation cases at Udaipur & Belonia is very high. SDM, Udaipur has conducted special mutation camp for reducing the number of pending cases. SDM, Udaipur has been requested to continue the process. SDM, Belonia is also requested to follow the same procedure.

  DIO, NIC, South has been requested to inspect the CLR Project in each SDM’s office at least once in a month. If found any complicacy matter may be brought to the notice of the ADM & Collector, South and joint programme be tied up by ADM & Collector, South according to demanding situation.

3.10                 SRA: ULR

All the SDMs were requested to select an employee per Sub-Division for computer training. For on going computer works smart boys may be engaged from other offices under South Tripura District.

DSLR, Agartala placed Rs.90.00 lakh in two spells for construction of 9 (nine) Modern Record Room in South Tripura District @ Rs.10.00 lakh of each during the financial year 2008-09.

3.11                   E- Suvidha.

The following certificates are now being issued from SFC in all Sub-Divisions except Santirbazar. (1) PRTC (2) ST  (3) SC (4) OBC (state & central)  (5) Income  (6) Distance (7) Survival certificate etc. DIO, NIC, South should make necessary arrangement for connecting Internet with SFC in all Sub-Division.                                                                       (Action: DIO, NIC)

All the SDMs are requested to improve their performance in respect of issuing of above-mentioned certificate. DIO (NIC) South is requested to take necessary arrangement for maintenance of the machine and make operational within one month.                             (Action: DIO, NIC)

                                                                            

3.12                 PDR Cases.

            PDR cases at Amarpur and Sabroom Sub-Division are now being dealt with least priority.  They are requested to take necessary step for quick disposal of the cases.                                             (Action: SDM, AMP/SBM)

 

3.13                 E.T Collection.

                   Status of E.T. Collection for the month of September’09 is as follows: -

3.15                     Disaster Management.

All SDMs are further requested to take necessary steps for completion of the updatation work at Block level, Panchayat level, Nagar Panchayat level and Sub-Division level Disaster Management Plan by 10th October 2009 and submit detailed report including soft copies to this office by 15th October 2009. SDM, Santirbazar and Udaipur have submitted the same. SDM, Sabroom submitted the soft copy of Sub-Division level plan. He is requested to submit one hard copy of the same. SDM, Amarpur and Belonia have not submitted the plan. They are requested to submit the plan by 20th October 2009. BDO, Amarpur, Ompi and Rupaichari have submitted the Block plan. Other BDOs are requested to submit up to date plan by 20th October 2009.

 

(ii) Control Room: All SDMs and BDOs are requested to take special care for smooth running of Control Room in their respective Sub-Division so that the quick response could be rendered incase of disaster.

(iii) Mock Drill: Only two special Mock Drill programme were conducted by SDM, Udaipur at Palatana under Kakraban Block on flood management and SDM, Santirbazar at West Pilak under Bokafa RD Block on earthquake and flood management. Other SDMs were also requested to take up special Mock Drill programme on Disaster Management (Flood, Earthquake, Cyclone etc.) in their Sub-Division in the month of October 2009. They are further requested to take special steps to conduct the Mock Drill in Schools, Colleges and Panchayets / villages level.

(iv)          Inflatable Rubber Boat: 1 inflatable rubber boat of 15-person capacity has already been handed over to SDM, Amarpur out of 3 boats. O/C, Nazarat Section of this office was requested to hand over the other 2 inflatable rubber boats along with YAMAHA K40 ML OBM of 40HP engine to SDM, Udaipur and Belonia each immediately. SDM, Udaipur and Belonia were requested to collect one inflatable rubber boat along with YAMAHA K40 ML OBM of 40HP engine form Nazarat Section of this office.                                                          (Action: SDM, UDP/BLN)

                                                                               

All SDMs submitted their requisition for 16 (Sixteen) inflatable rubber boat of 15-person capacity along with YAMAHA K40 ML OBM of 40HP engine viz. Amarpur – 2, Belonia – 3, Santirbazar – 4, Sabroom –4 and Udaipur – 3. O/C, Revenue of this office is directed to send requisition to Revenue Department for 16(Sixteen) inflatable rubber boat of 15-person capacity each along with YAMAHA K40 ML OBM of 40HP engine immediately.

3.16                 Weights & Measures:

(i)                 Collection of Revenue during the month is satisfactory as compared to last year up to this month. 

(ii)               Cumulative inspection and raids up to this month are 2440 and 214 which is satisfactory.  Asstt. Controller, Weights & Measures, South has been asked to continue the process.

3.17                 Miscellaneous

a)       Detail information on L R shown in Annexure - B.

b)       Minor Works: SDMs were requested to submit their requirement of Minor Works fund against maintenance of TK, Dak Bungalow etc. including name of Projects and estimate to this office by 15th July 2009. Only SDM, Santirbazar submitted an estimate. Other SDMs are requested to submit the same immediately.

c)       SDM, Udaipur is requested to prepare a DPR for construction of SDM’s office as the existing accommodation is old one.

d)       District Registrar, South Tripura should pass an order to all Sub-Registrars not to register any deed without information/satisfaction regarding status of land proposed to be sold.

e)       District Registrar, South Tripura is request to hold monthly meeting with all Sub-Registrars of South Tripura District.

f)       It is felt necessary to train the new appointed Teshilder at RSTI, Agartala.
