MINUTES OF THE MONTHLY DEVELOPMENT MEETING HELD ON 05.05.07 WITH THE BDOs & LINE DEPARTMENTS OF SOUTH TRIPURA DISTRICT AT 10.00 AM IN THE CONFERENCE HALL OF DM’S OFFICE, UDAIPUR

List of participants is shown in Annexure – A.

             Monthly Development review meeting, chaired by the DM & Collector, (South) started at 10.00 A. M. in the Conference Hall of DM’s office, Udaipur.

After detailed discussions & review of the performance of various schemes, following decisions were taken:

1. NREGA:

1)         Total No. of GP/Village in the District – 320, Total No. of families – 171883, Total No. of application received for registration – 1,36,550 and On-line Data Entry completed till date – 1,18,541.                                                                                     (Action : All BDOs)

2)         Annual Action Plan will be prepared separately for GP, Block and District share of fund and submitted by the BDOs to the DM’s office latest by May 14, 2007 without fail.                                                                                                                (Action : All BDOs)

3)            Tender will be floated by the BDOs for photography and rates will be finalized by them.                                                                                                                   (Action : All BDOs)

2.WATER BODIES:

1)         All BDOs have been given 5 lakhs each under HTM for creation of water bodies of at least 5 hector in total area. The progress is as given below:-

BDO, RJN will submit detailed report. BDOs having works in progress will complete within May, 2007.                                                              (Action : All BDOs)

2)            District Horticulturist reported that he had verified some of the water bodies created under HTM fund and found satisfactory. He was requested to get all the water bodies verified through the Superintendent of Agriculture in all the block areas. Report on the water bodies will have to be furnished to the Horticulturist in the prescribed format.                                                                          (Action: Horticulturist and all BDOs)

3)            Achievement of creation of new water areas and renovation/reclamation of water areas made during 2006-07 has been reported by BDOs and other line departments including Forest. (Status of achievement has been given as Annexure–I)

3. IRRIGATION PLAN:

1)         All BDOs were further requested to identify at least one site to create irrigation facilities in non-irrigable areas and submit the same by 31st Dec’06. BDO, RPC & BKF have identified two locations but could not take up due to fund constraint. Other BDOs were requested to identify without further delay.                        (Action: All BDOs)

2)         It has been informed that distribution of pump set for the year, 2005-06 has started. It was clarified that the Govt. share earlier meant for HTM need not be paid out of SGRY fund any more until further orders. BDOs were instructed to furnish detailed information to EE, RD(S) as per format about the total amount deposited for pump sets 2005-06.                                                                                                       (Action: All BDOs)

3)         BDO, RJN, MTB, BKF, AMP & KBN reported completion of setting up of shallow tube well for irrigation purpose. Other BDOs were further requested to complete the projects of setting up shallow tube well for irrigation, including power connection immediately.                                                                                               (Action: All BDOs )

4)         The list of non-functional irrigation schemes requiring repair/ maintenance work & pipeline extension as per survey report of Agriculture Department is available with all BDOs. BDOs shall take up the work out of PDF fund immediately to increase irrigation potential.                                                                                                      (Action : All BDOs)

5)         Status of irrigation coverage was reported by the EEs of WR Division–III, Udaipur and WR Division – IV, Belonia. Coverage is as follows:-

(i) For WR Division-III, UDP

(a) Total Irrigable land – 22,782.84 Ha., Achievement since inception – 10,819.39 Ha.

(b) Target during 2006-07 – 400 Ha., Achievement,2006-07 – 532 Ha.,

(ii) For WR Division – IV, BLN

(a) Total irrigable land – 21,273.69 Ha., Achievement since inception – 6,168.36 Ha.

(b) Target during 2006-07 – 500.50 Ha., Achievement ,2006-07 – 345.20 Ha.

(iii) For District

(a) Total irrigable land – 44,056.53 Ha., Achievement since inception – 16,988.36 Ha.

(b) Target during 2006-07 – 900.50 Ha., Achievement,2006-07 – 877.20 Ha.

6)            Block-wise status of irrigation is given as Annexure - II

7)         Some of the BDOs raised the issue of problem in exercising administrative control over the WR staff deputed to the offices of BDOs. It was clarified that administrative control over such staff would remain with the BDOs. However, JEs of WR Dept deputed to the blocks may sit in the office of SDO, WR to facilitate better utilization of services of the JEs. It was also decided that JEs would verify the electric bills of irrigation schemes, before making payment. This should be done with reference to the earlier bills, to see whether the amount of bills of earlier months (before transfer to the PRI) have symmetry with the present ones.

4. SW AND SE AND GENERAL MATTERS:

1) B.H.P.: BHP quota is still lying vacant in RPC- 18, STC-14, AMP – 5, KLA – 2, OMPI – 3, BKF – 2, HRM- 6, Total – 46. Concerned BDOs shall take urgent action to fill-up the vacancy without further delay. (Action:BDO,RPC/STC/AMP/KLA/OMPI/BKF/HRM)

2)         ALT / PTI staff deputed by Social Welfare Dept to the Blocks are reported not being utilized by the BDOs. BDOs were asked to furnish detailed report and proposal, if any in the matter. Some BDOs have furnished reports. The matter has been referred to the District authority for necessary action.                                    (Action: All BDOs)

3)            NFBS:  It appears that beneficiary selection is pending in some blocks i.e. KBN- 4, AMP-2, RJN-2, BKF- 1, STC – 12. The concerned BDOs were requested to complete selection of beneficiaries.                                                                

It was reported that fund for NFBS had been placed partly causing difficulties in making payment. DISE(S) reported that matter had been taken up with the state authority.                                                                                                       (Action:  All BDOs)

4)            Construction of AWCs :

i) For 2005-06 taken up in 2006-07 :

            Total target–284 Nos., Completed–142 and in progress–142. 2nd & final installment of SW fund had already been released and the same had been placed with BDOs. They have been instructed to expedite construction works.

5)         BDO, Rupaichari reported that construction of CDPO office, Rupaichari had been started and now done upto plinth level. It should be completed early.

6)         Name of places where construction with pre-fabricated bamboo structures will be taken up through NMBA , New Delhi has been received from BDOs. Places selected are as follows :-

            MTB – East Gokulpur

            KLA – Agasai Marua

            OMP – Salkanta Para

            KBN – Ratanmani Para

            RPC –Panchanan Para

7)         Every AWC/SEC will be provided with sanitation and drinking water facilities. DISE(S) will prepare list of uncovered AWC/SEC and send to the respective BDOs within 5 days.                                       (Action: DISE(S) and All BDOs)

8)         The new AWC buildings constructed by the BDOs will be handed over on completion to the authority of Social Education and Social Welfare Dept. at the earliest. DISE(S) will arrange taking over the new buildings accordingly.

5. PHE:

1)            Garjee Growth Centre: Two nos. DTW supposed to be sunk for irrigation purpose shall not be sunk until further order, as the said fund is likely to be diverted to some other activity as per decision of the Govt. Irrigation scheme should be taken up by WR Department out of their own sources. Proposal has been sent to P & C Dept and the PWD.  EE, WR, Udaipur has been requested to include the works in their action plan for the current year.                                (Action : EE, PHE, UDP & EE, WR, UDP)

2)            Incomplete works regarding water tanks construction, pipeline extention and submission of estimates for Growth Centre activities in Silachari, Killa,  Debipur, Manughat & Chotakhil shall be completed immediately on priority.

3)         PHE is ready to take action to extend pipe line to the Growth Centre of Debipur. BDO, Bakafa will show the alignment for extension of pipe line.

4)         BDOs were requested to follow the Bharat Nirman Action Plan and to submit report on progress of the said Action Plan.                                   (Action : All BDOs)

5)         PHE will furnish consolidated report on progress of Bharat Nirman Action Plan Block-wise. Status of coverage during 2006-07 has been reported by EE, PHE Division-II and Division – VII. Coverage is as follows :-

(i) For Division – II, Udaipur.

(a) Target           : NC to FC – 48, PC to FC – 150, Total – 198

(b) Achievement : NC to FC – 09, PC to  FC – 38,   Total –  47

(ii) For Division – VII, Belonia.

(a) Target           : NC to FC – 124, PC to FC – 81, Total - 205

(b) Achievement : NC to FC -   21, PC to FC -  64, Total -   85

(iii) For District   :

(a) Target            : NC to FC – 172, PC to FC – 231, Total – 403

(b) Achievement  : NC to FC -    30, PC to FC – 102, Total - 132

            It is observed that achievement of coverage of NC habitations in both the Divisions is very low. Detailed report, NC/PC para-wise, will be submitted by the EEs of both the Divisions by 14/05/07.

The uncovered target of 2006-07 shall be covered on priority along with the target of 2007-08.                                                                      (Action: EE, PHE, BLN / UDP)

6)         EE, PHE will instruct the SDOs under him to report PHE status to BDOs every month. The report shall be submitted NC/PC para-wise. (Action : EE, PHE, BLN/UDP)

7)         PHE will furnish report on coverage of School, AWC and SEC also every month.

    (Action: EE, PHE, BLN/UDP)

8)         It was decided that Mini Deep Tube Well will be taken up where Deep T/Well is not feasible due to road communication problem.(Action : EE, PHE, BLN/UDP)

9)            Following works are to be executed by PHE Department:

(i) One WSC at Dhajanagar has been given PHE pipeline extension but there is not enough pressure. The problem needs to be sorted out.

(ii) Pipeline extension to WSC at Killa requires some rectification, as it is not working.

(iii) Pipeline extension upto Shibpur H.S. School & Krishnanagar H.S. School under HRM Block to be given and confirmed.

6. School Education Matters:

a. Construction of School Building:

(1)       UC for PMGY(Edn) 2004-05 is pending with BDO Ompi and ZDO(South). The same be submitted immediately.                                       (Action: BDO, OMP & ZDO(S))

(2)       DDE, South informed that under SSA 2006-07, total (a) 89 nos Primary School building will be constructed, out of which 59 nos in ADC area. Work completed–28 Nos, work in progress – 59 Nos and work not started - 2. (b) Total 15 nos Upper Primary School building will be constructed, out of which work completed-8 nos., in progress at 7 nos schools. (c) 25 nos CRC building will be constructed out of which work completed – 21 Nos and  works in progress – 4 nos. (d) 10 nos boundary wall will be constructed out of which work completed-6 and in progress at 4 nos.          (Action : DDE, South)

(3)       It was reported that construction works could not be taken up in 2(two) numbers of schools namely (i) Nakalibari JB School and (ii) Lailakbari J. B. School. As per earlier decision, pre-fabricated bamboo structures will be used for Lailakbari J.B. School. For other school, total cost involvement as per RD schedule rate including head loading of materials shall be determined for pucca building & GCI sheet model. Thereafter, decision may be arrived at between pucca building, GCI Model or pre-fabricated structure schools.                                                                                 (Action : DDE (S))

(4)       New estimate has been circulated for construction of Toilet and Kitchen. DDE(S) was asked to implement them within the project amount.                        (Action : DDE(S))

(5)       It was decided that I/Os of Education Dept will lift construction materials from the stores of the respective RD Block. EE, RD and BDOs will arrange materials accordingly.                                                                     (Action :DDE(S)/EE,RD/all BDOs)

b. Creation of Drinking Water Sources at Schools

(1)            Creation of Drinking Water Sources under SSA for the year 2005-06 has been completed by all the BDOs. They will submit UC at the earliest.     (Action : All BDOs)

c. Construction of Toilet at Schools :

(1)    Construction of Toilet for schools under SSA, 2005-06 has been completed by all BDOs. UC will be submitted by them at the earliest.                                (Action : All BDOs)

7. Drinking Water Sector:

(1) a. PMGY(DW) 2005-06 : (i)Total Target – 240, Completed-237, In progress-3 : BDO, KLA-1, BDO, BKF-1, BDO, HRM – 1. BDO, HRM reported that the work of creation of source did not succeed and so, it was abandoned.

b.            ARWSP 2005-06: (i)Total target -51, Completed – 48, In progress – 02 : 1(one) each with BDO-KBK at Duluchara and  BDO,BKF at Sukul Para.  BDO, HRM will suspend the work at Som Para (Dakshin Sonaichari). (Action : BDO, AMP/KBK/HRM)

(2)            Projects under ARWSP should be taken up as per Bharat Nirman and scheme guidelines to be followed. Hand pump to be fitted in addition, in case of Masonry wells fitted with pump & OHT, for emergency use during power failure.    (Action : All BDOs)

(3)       All the BDOs are to expedite the creation of drinking water sources taken up under ARSWP – 2006 -07 and all works should be completed at an early date. Locations for creation of drinking water sources in one NC para each of STC, KBK and KLA Block need to be identified by the BDO concerned immediately and intimated to EE, RD to take up the works.

Status of physical and financial progress is given as Annexure – IV.

(4) Swajaldhara 2004-05 :  Out of 12 projects, 11 nos. have been completed and 1 no. is in progress at Satchand block. BDO, STC was instructed to expedite completion of the project by extending power line upto project site under block quota of 7 km for 2007-08.                                                                                                     (Action: BDO, STC)

(5) Swajaldhara 2005-06 : Progress is very poor as only 2 schemes have taken 2nd installment till date and 2 schemes have not started yet. BDOs to gear up the work on priority.                                                                                                             (Action: All BDOs)

(6) Serviceability Status: While reviewing the serviceability status of drinking water sources, it was found that the performance of HRM, KBN, KLA & BKF Blocks need further improvement.                                             (Action: BDO, STC HRM & RPC)

(7)       The Block-wise position of coverage of schools/AWC/SEC with drinking water facilities by RD is given as Annexure – V.

8. Housing:

(1)       It was reported that construction of one earthquake resistant house under IAY 2005-06 has been completed by each BDO. It was further instructed that construction of 3 nos. similar houses under IAY 2006-07 would also be taken up on priority in each block and the same should be completed by April, 07 positively. It was reported that only BDO, HRM, OMPI & KLA could not take up such construction. They were instructed to adjust the shortfall during 2007-08.                               (Action :All BDOs)

(2)            Minority families shall be covered out of the current year target.

(3)            Separate physical target shall be given for persons with disability @ 3% of block target. Housing coverage of persons with disability should in no case be less than the given target.                                                          (Action : OC, DEV, DM’s office and all BDOs)

(4)       List of families getting displaced by IBB fencing is to be furnished mentioning BPL & APL status. Among BPL families already covered under IAY shall also be mentioned. Allocation of fund shall be made for the cases, for which report has already been received from the BDOs.

9. Road Connectivity:

BDOs are requested to submit monthly progress report on 3(three) nos roads taken up in 2006-07 under RD funds to connect unconnected paras per block. Connectivity to be given priority under  NREGA in 2006 -07.                (Action : All BDOs)

10. MPLADS:

(1)       Total No. of Projects – 17, Completed – 3 and in progress – 14.  The BDO concerned and EE, RD are requested to expedite completion of work and submission of UCs.

            It was reported that UC was not being submitted sanction memo-wise resulting in difficulties in reporting to Govt. The Implementing Agencies were requested to submit UC Sanction Memo-wise.                                                                         (Action : All BDOs)

11. BADP:

(1) For 2005-06 :      Total No. of Projects – 28 : AMP-15, KBK – 11, RPC – 1 and STC – 1. Block-wise progress – AMP : Completed – 15, KBK : Completed -  7, In Progress – 4, RPC : Completed – 1 and STC : In Progress – 1. The BDOs concerned will expedite construction works and submit completion report and UCs.

(2) For 2006-07 : Total no. Projects( Taken up ) – 36, Completed – 05 Nos and In progress – 27, No. of projects surrendered – 04. The Implementing Agencies will expedite works and submit UC.

(Action: EE, RD / EE, PWD(R&B),SBM / EE, PWD(R&B),BLN / BDO:RPC,STC, HRM & RJN)

12. DRDA:

1.         It was decided that all uncovered BPL families of South Tripura district are to be covered through formation of SHGs  by next 2(two) years. Instruction of the Hon’ble Chief Minister, Tripura were also communicated to all BDOs to finalize the block-wise action plan and target for formation of SHGs by 2008-09 (70% should be covered by 2007-08 and rest 30% by 2008-09). Only BDO,Killa, Rajnagar, Hrishyamukh and Ompi has finalized the action plan and reported to DRDA, but rest BDOs have not yet finalized the target. They were instructed to submit the action plan positively by May, 2007.                                                                                                               (Action : All BDOs)

2.         Total 40 nos. of SHG has been formed in connection with credit linkage program at Amarpur. Fund already placed for 37 SHGs and transferred to the SB Account of Amarpur UBI. Placement of fund for one group is under process. Proposal for placement of fund for rest 2(two) groups of Debbari G.P. (nearer to Rangamati G.P.) not yet received from BDO Amarpur. BDO Amarpur may send proposal at the earliest.

3.         On-line data entry in regards to SHGs for Ompi and Satchand block has not yet completed. It is decided that pending on-line data entry pertaining to Ompi RD Block should be taken up in the office of the Project Director, DRDA South on receipt of the details of pending list from BDO Ompi and pending data entry of Satchand block will be taken up in the office of the SDM, Sabroom after completion of NREGA registration work. BDO, Satchand will send the details list to the SDM, Sabroom office in consultation with SDM, Sabroom. The pending on-line data entry of Kakraban, Killa and Hrishyamukh would also be made up by PD, DRDA(S) on receipt of the pending list from the respective BDOs.                                                        (Action : PD, DRDA(S)/All BDOs)

4.            Project Director, DRDA(S) has already sponsored 91 nos. proposal for Rural Housing in various bank branches of South Tripura district out of which only 18 nos. have been disbursed by bank. BDOs are requested to pursue the matter with the respective bank branches for early disposal of the pending cases. PD, DRDA(S) is requested to sponsor the pending cases of Matabari block immediately.

5.         The target of group finance of South Tripura district for the financial year 2007-08 approved by DCC on 14th March, 2007 was circulated in the meeting. However, PD, DRDA(S) is requested to review the target and if possible, finalize the target around 300 instead of 350 in consultation with District Level Bankers and the same may be conveyed to RD Department to get it finalised through SLCC.   (Action : PD, DRDA(S))

6.         All the BDOs were requested to go through the agenda of DRDA, South Tripura circulated in the development meeting and to send the expenditure statement as well as utilization certificate pending with them by this month positively. (Action : All BDOs)

7.         Each block will nominate one women SHG member to undergo women entrepreneurship training program at SIPARD w.e.f. 17th to 19th May, 2007.

8.         This year Regional SARAS Fair at Agartala will be held during 1st week of December,2007. All Sub-Division Level SGSY Fair to be completed by Oct’07, so that selected best SHGs may participate in SARAS Fair at Agartala.      (Action : All BDOs)

13. SRE:

a. For the Year 2005-06.

Total Projects :- 12. Completed–10, In Progress–2. BDO,OMPI will expedite completion of the two pending works. BDO, OMPI will ensure submission of UCs for completed works without further delay.                                                                          (Action : BDO, OMPI)

b. For the Year 2006-07.

Total Projects: - 62. Completed – 28, In Progress – 9, Not started – 25. Site for construction of Barrack at Amtali J. B. School is not yet finalized. BDO, STC was instructed to suggest alternative location for the said barrack immediately.

c. General instructions

(1)       All the BDOs were requested to submit the copies of work order, Vouchers and UCs in respect of SRE works, as the above papers are to be submitted to the Home Ministry, Govt. of India for re-imbursement claim.                         (Action: All BDOs)

 

(2)       BDOs will intimate fund requirement under SRE to DM’s office immediately. They will cover BOPs/Security Camps with Water Sources on priority.

(Action: All BDOs)

14. Block Building etc. Matters:-

1)         EE (RDD) South and BDO STC, Rajnagar, Rupaichari & Amarpur are requested to submit UC immediately.                                                           (Action: EE, RDD & BDO-STC)

2)         BDOs to give requisition/estimates for repair and maintenance of Block Building quarters, wherever necessary. Proposal for block-building & Minor Works be submitted accordingly.                                                                                         (Action: All BDOs)

3)            Construction of new block building in Bakafa block office shall be started on high priority. It was reported that dismantling of old structures had started. (Action: EE, RD)

15. TSC:

1)         Survey of IHHL (house to house) is to be completed by all BDOs. All the BDOs should review the figures as they have not submitted full information as per format.                                                                                                         (Action : All BDOs)

2)         All balance households (BPL/APL), schools, AWC & SEC are to be covered with sanitation facility by end of July, 2007.                                                  (Action: All BDOs)

16. Panchayat Matters:

1)         BDOs were requested to take up construction work of Panchayat Ghar-cum-library only at uncovered GP / ADC villages out of 12th Finance Commission fund. Any change of name / location shall be communicated to Panchayat Directorate through DPO(South).                                                                             (Action : All BDOs & DPO(S))

2)         All the BDOs were requested to submit the pending UC of PDF for all the previous years up to 2005-06.                                                                    (Action: All BDOs)

3)         DPO, South will ensure visit of GPs by the EO, Panchayat and submission of detailed report on the status of utilization of fund and maintenance of records/registers.

4)         BDOs were instructed to submit financial statement of GPs indicating scheme-wise and year-wise position. They will submit the report along with the monthly reports/returns on a regular basis without any delay. Otherwise, strict action shall be taken against defaulting BDOs.                                  (Action : All BDOs)

17. Cash Matters:

(1)       I/O wise advance statement should be submitted in prescribed FORMAT regularly to DM’s office. I/O wise advance Register should be maintained at blocks, which should be monitored by BDOs fortnightly. BDO should submit the I/O wise outstanding report for all the works against one implementing Officers.         

(2)       All BDOs should submit copy of Cash Analysis within 25th of every month to the office of the undersigned.                                                                       (Action: All BDOs)

18. Health Matters.

(1)       BDO, STC & AMP will expedite the upgradation works of Rural Hospital at Manu Bazar and Nutan Bazar.                                                                 (Action: BDO, STC & AMP)

(2)       Fund has been placed with EE, RD(S) and all the BDOs for construction of Deep Burial Pit for PHCs and RHs. The same be completed at the earliest & UC shall be submitted.                                                                                  (Action : EE, RD & all BDOs)

 

 (3)      Fund has been placed with the BDOs for repairs to PHCs and sub-Divisional Hospitals. They were instructed to expedite repair works immediately.

       (Action : All BDOs)

(4)       BDOs to spend funds placed under health awareness schemes for wide publicity of health schemes giving priority to JSY. UC for the placed fund shall be sent at an early date.                                                                                               (Action : All BDOs)

19. Miscellaneous:

1)         DM, South requested EE, RD South and BDO Bokafa / Karbook / Satchand to expedite process on newly sanctioned Growth Centre at Debipur, Chellagang and Manughat / Chottokhil.                       (Action: BDO-BKF, KBK & STC, EE, RD, South)

2)         BDO Satchand and Matabari were requested to take up the construction of work shed for Potters under SGRY fund. An action taken report to be submitted by the BDOs.                                                                                                               Action: BDO-MTB/STC)

3)         All Development works should be posted on website and this should be updated every month.                                                                       (Action: All BDOs & DIO, South)

4)                     All the BDOs were requested to submit the latest numbers of RAMP constructed in the Block area in all Govt. institution as per supplied FORMAT for onward submission by 25th of every month along with monthly progress report.

5)                 BDO RJN, OMP, MTB, STC & RPC should form the village level Disaster Management Plan immediately.            (Action: BDO RNJ, OMP, MTB, STC & RPC)

6)                 All BDOs shall submit the Modified Block Level Disaster Management Plan as per direction given in the Workshop held at SIPARD immediately.

7)         All BDOs should pay adequate attention to achieving the goal of 9-point programme.
